Developmental Activities, Programmes and Schemes of Animal Husbandry

Department Himachal Pradesh:-

Animal Husbandry and Dairying activities continue to be integral part of human life. As a sequel to the age old practices and dependence of population on livestock, Himachal Pradesh is endowed with the large livestock population. According to 2012 Livestock Census, total livestock population of H.P. is lakh as detailed below:-

Approved Plan budget for 2016-17 - Rs. 69.32 crores

Approved Non-Plan budget for 2016-17- Rs. 374.30 crores

Total Budget- Rs. 443.62 crores

To make animal husbandry more successful the following activities are being run by the department for the benefit of livestock owners.

  1. Veterinary Services and Animal Health.
  2. Cattle & Buffalo Development.
  3. Sheep & Wool Development.
  4. Angora Rabbit Breeding Programme.
  5. Poultry Development.
  6. Horse & Yak Breeding Programme.
  7. Extension Activities.

Sheep & Wool Development:-

Sheep rearing is one of the main occupation of the people in Himachal Pradesh. Rampur bushari and Gaddi breeds of Himachal Pradesh are famous for indigenous carpet wool production in the Country. 37% of agricultural families rear sheep. As per livestock census 2012, the total sheep population in the State is 8.05 lakh. 38% sheep in the State are crossbred. The local sheep is crossed with good quality rams of Rambouillet, Russian Merino so that the quality as well as quantity of wool produced can be increased. To bring desired increase in quality and quantity of wool produced by the indigenous sheep, department has maintained 4 Sheep Breeding Farms and one Ram Centre. These farms are located at Kaksthal (Kinnaur), Jeori (Shimla), Tal (Hamirpur) and Sarol (Chamba). High yielding rams of exotic Russian Merino and Rambouillet breeds are sold at nominal rates from these farms to interested sheep breeders to carry out cross breeding of indigenous sheep with these exotic breeds. Ram Centre, Nagwain (District Mandi) provide Rams during breeding season to sheep breeders and at the end of breeding season these rams are brought back to the Ram Centre, so that farmers are saved from the cost of maintaining these Rams.

H.P. Wool Federation procures sheep wool from farmers on minimum support price fixed by Government from time to time.

Angora Rabbit Breeding Programme:-

The climate of the State is favourable for rearing of Angora Rabbits and it is a good source of income and self employment. With the assistance of UNDP Department has established a germ plasm centre at Nagwain (District Mandi) where pure breed German Angora rabbits are being bred on scientific lines. At this centre training to interested breeders is being imparted and trained persons are being provided infrastructure and rabbits for starting their own rabbit breeding farms. Another rabbit farm at Kandwari in Palampur is also being run by the department where German Angora Rabbits are being reared. Interested un-employed Youth can undergo training in rabbit rearing at above mentioned farms. They are also provided with infrastructure and rabbits for starting their own farm. H.P. Wool Federation procures rabbit wool from farmers on minimum support price fixed by Government from time to time.

Poultry Development:-

The poultry farming in Himachal Pradesh plays an important role in improving the social and economic status of rural population. The sale of eggs on day to day basis helps in providing supplementary income as well as nutrition of high protein without incurring extra expenditure. 2 hatcheries and 10 poultry farms/extension centres are working in the State for the benefit of the farmers. The Department is implementing Backyard Poultry Scheme, 200-Chicks scheme, 5000-Brolier Scheme, IPP LIT and Broiler scheme under NLM. Various types of poultry inputs are provided to the farmers under these schemes.

Horse & Yak Breeding Programme:-

Spiti (Chamurthi) is a recognized breed of horses found in Pin Valley of Lahaul & Spiti and Hangrang Tehsil of Kinnaur District. This breed of horse is sure footed and best mode of transportation in remote and hard area. The department is running a horse breeding farm at Lari in District Lahaul & Spiti to preserve this breed of the horse. To inflict a sense of security and to inculcate confidence in tribal people, department organizes a horse show every year at Rampur Bushehar during Lavi fair and prizes in form of cash are given to owners having best Chamurthi & Spiti animals.

Department has also started one Yak Breeding Farm at Lari with Central assistance of Rs. 50.00 lakh received under “Conservation of threatened Breeds” Project.

Extension Activities:-

To make people aware of activities of department, extension programmes by organizing camps at village level are being conducted by the department.

Sexual Health camps are being organized at Village level to overcome problem of repeat breeding amongst cattle.

Department is also running an extension programme through All India Radio and Doordharshan Kendra Shimla for providing information on Scientific rearing of animals, common problems faced by farmers and information on various diseases of animals and their management.

As a result of above mentioned activities, production of livestock products in the

State during year 2016-17 is as under:-

2. Foot & Mouth Disease Control Program (FMD-CP ):- Earlier FMD control was covered under ASCAD. Now FMD vaccination in the State is being covered under FMD-CP. This scheme involves immunization of entire cattle and buffalo population against FMD free of cost. During year 2017-18, funds to the tune of Rs. 248.00 lakh as 90% central Share and Rs. 27.56 Lakh (10%) State Share has been received.

  1. PPR-Control Programme:- Under this scheme, mass vaccination of sheep and goats (covering at least 30% of population of Sheep & Goat) against PPR disease is undertaken free of cost. Besides this activities like strengthening of ELISA lab, creation of cold chain facility for storage of vaccine and diluents at field level etc are undertaken. During year 2017-18, funds to the tune of Rs. 30.00 lakh have been sought from the GOI.
  2. National Animal Disease Reporting System:- Under this scheme following activities are being undertaken:-
    1. Animal disease reporting is being done through 63 nodes on a daily basis, even if no disease /outbreak is reported on that particular day. Strengthening of field offices up to Sub Division level by way of computers and internet connectivity through BSNL broad band services has been provided.

BACKYARD POULTRY DEVELOPMENT SCHEME:-

Poultry breeders belonging to SC/ST/General categories are provided with LIT chicks up-to3 weeks of age on cost basis on nearest road-head. These chicks are distributed to farmers at rate depending up-on age of chick i,e. :- 0 Days Rs. 21/- 2 Days to 1 week Rs.23/- 1 to 2 weeks Rs. 27/- 2 to 3 weeks Rs.29/-

NATIONAL LIVESTOCK MISSION:- During year 16-17, the Government of India and State

Government has released funds to the tune of Rs. 216.19 lakh under NLM to implement following activities:-

1. Rural Backyard Poultry Development:- With objectives to augment the income of rural people, good diet to rural population and high grade manure at minimal cost a poultry project under N.L.M. is operational in the state. 4 week old 40 no. LIT Chicks are distributed among poultry breeders belonging to BPL category. 75% subsidy is provided to beneficiaries on cost of chicks and for provision of night shelter. A budget of Rs. 98,43,750/-has been allocated for this for year 2016-17 and in total 3750 units have to be established.

2. Livestock Insurance – Scheme will be implemented in 7 districts of the State i.e. Solan, Sirmour, Una , Bilaspur, Kullu, Kinnaur and Lahaul-Spiti with an objective to provide support to the cattle/buffalo breeders in the event of untimely death of their livestock. In case of APL farmers, insurance premium is shared on the pattern of 60 % Govt Share and 40% beneficiary share. Where as in case of BPL farmers, insurance premium is shared on the pattern of 80 % Govt Share and 20% beneficiary share. A budget of Rs. 117.76 lakh has been allocated for this purpose for year 2016-17 and in total 7500 animals are proposed to be insured.

Schemes to be implemented during year 2017-18 under NLM have been submitted to GOI for approval.

RASHTRIYA KRISHI VIKAS YOJNA :- During year 2016-17, Rs. 20.30 crores have been

sanctioned under RKVY to implement following activities for the development of livestock sector:- a. Strengthening of Artificial Insemination facilities and provision of subsidy on semen straws:- provision of providing subsidy on semen straws, purchase of liquid nitrogen gas, equipments/material required for performing AI and purchase of vehicles for transport of liquid nitrogen gas.

b. Provision of Medicines and equipments at MMAPY Veterinary Dispensaries :- Department has started 1251 Veterinary dispensaries at Panchayat level for providing treatment facility at doorstep of the farmers. In order to provide medicines and equipment at these institutions for further distribution to livestock owners, funds are provided under RKVY.

c. Strengthening of institutions of the Department, Construction of buildings of polyclinics.

d. Strengthening of Poultry Farms and Hatcheries. e. Sheep & Goat development by way of provision of healthcare facilities:- Funds for providing medicines for eco and endo parasites for deworming of sheep & Goats and development of goats by way of providing health care facility and trainings to goat breeders is being undertaken. f. Dairy Development:- Funds for creating milk chilling and testing facilities along with training to dairy self help groups are being provided.

Schemes to be implemented during year 2017-18 under RKVY are being submitted to GOI.

5. 5000- Broiler Scheme Hon’ble Chief Minister of Himachal Pradesh has announced this scheme in the state budget for year 2017-18. At present small poultry units are established as department is providing LIT chicks on cost/ subsidy/ basis under N.L.M. and Backyard Poultry Scheme. There is now to focus on commercial broiler strain project. Beneficiaries will be belonging to SC/ST/ General Categories, who have undertaken training regarding poultry farming from Government Poultry Farms. The funds will be provided against capital investment in this scheme under subsidy component i.e. 60%. Chicks will be provided in multiples of 1000 chicks up-to 5000 (i.e. Maximum 5 rotations). There is a provision of Rs.2.00 Cr for this scheme in the budget.
