At a work session of the Giles County Board of Supervisors held on Wednesday, March 2, 2022, at 1:00 PM, in the Giles County Administration Office, 315 North Main Street, Pearisburg, the following were present unless noted absent:

CALL TO ORDER
Mr. Morris called the work session to order.
BUDGET WORK SESSION
Mr. McKlarney presented a variety of topics in regard to future planning. Items included history of past planning, philosophical direction of the county, water/sewer systems, past and present county characteristics/demographics, budget expectations, employee retention, health insurance cost, revenue comparisons, possible projects, ACCE program changes, and fire/EMS. Members discussed options for growth in the county, anticipated numbers related to funding, wages, SOQ and Compensation Board positions. Mr. McKlarney requested members let him know any thoughts or ideas they might have.

Mr. Morris called a recess until the start of the scheduled meeting.
At the regular meeting of the Giles County Board of Supervisors held on Wednesday, March 2, 2022, at 3:00 PM in the Giles County Administration Building located at 315 N. Main Street, Pearisburg, the following members were present unless noted absent.

Mr. Morris called the meeting to order, and Mr. McKlarney offered the invocation and led the Pledge of Allegiance.
APPROVAL OF MINUTES
Mr. Baker motioned to approve the February 17, 2022, minutes as presented. Mr. Lawson seconded the motion. The motion was approved 5-0 as follows: Voting Yes: Mr. Baker, Mr. Lawson, Mr. Martin, Mr. McCoy, and Mr. Morris
VDOT REPORT
Mr. David Clarke updated members on road maintenance in the county. He noted weather related clean up the previous month, and staff is working on maintaining the detour on Route 460 for the retaining wall repairs. He advised the hope is to have traffic back on the west bound lanes next week. Mr. Clarke reported pipe replacement on Spruce Run, patching on Route 460 and Big Stoney Creek, and indicated Giles will get ash trees cut with the district wide program. He related ditches are being cut on Penvir Road and paperwork is moving along for Skyview Lane, which had a kick off meeting. He also noted staff is working on the Orchard Hill issues.
Mr. Baker reported Curve Road needs work on the ditches and drainage and potholes on Virginia Heights. He related information about a drain pipe issue on Gravely Hill Road where a resident was going to do the work to replace it but was told an environmental study would need to be conducted. Mr. Clarke advised he would look in to it. Mr. Lawson expressed appreciation for the work Market Street and inquired if the other side of Robertson Mountain Road had been worked on. Mr. Clarke stated he did not think it had been done yet and would check on it.
Mr. Morris related shoulder erosion on Lurich Road. Mr. Martin stated he continues to get calls on Hiram Jones Road and inquired if there was anything more substantial than gravel that could be done to improve the road. Mr. Clarke advised he could look to see what can be done noting possible shoulder re-establishment. Mr. Martin reported a culvert stopped up on Blue Grass Trail and inquired about Winding Way. Mr. Clarke stated everything is still in the process of being finalized on Widing Way. Mr. Morris requested work on potholes on River Road.
Mr. McKlarney expressed appreciation for the work Mr. Clarke did during the kickoff meeting on Skyview Lane, and presented a proposed resolution requested by VDOT for the Skyview Lane project. A copy of the resolution is attached at the end of these minutes.
Mr. Lawson made a motion to approve the resolution for rural addition requiring funds for improvement to Skyview Lane as presented. Mr. Martin seconded the motion. The motion was approved 5-0 as follows: Voting Yes: Mr. Baker, Mr. Lawson, Mr. Martin, Mr. McCoy, and Mr. Morris

PASSENGER RAIL PRESENTATION
Mr. Kevin Byrd, with the New River Regional Commission, presented information regarding the coming passenger rail service to the New River Valley. He provided information on progress, the site selection process, rider and location study numbers, an owner and maintenance study, as well as station cost factors. Mr. Byrd presented locality and state investment numbers and indicated the locality investment numbers were formulated factoring in population and expected ridership. He advised the projected investment from Giles would be 1.75% of the total, which would be $6,259 per year. Mr. Byrd provided information on the board to be appointed as well as next steps. He advised he would need an approved ordinance from the Board if members so choose.
Mr. Martin inquired about the scenario for Virginia Tech. Mr. Byrd advised Virginia Tech is behind the initiative and a lot of people are coming from the Northeastern corridor. Mr. Martin inquired if the financial structure is in place. Mr. Bryd indicated it was not in place with the presentation showing a mock up, and the financial structure will come later. Mr. Martin suggested the rail would be useful for all localities but would like the Regional Commission to be thoughtful of where the ridership will come from and be sure it is a fair assessment.
Mr. McKlarney asked about how often the trains would run. Mr. Byrd explained the thought is there would be two trains per day as well as a commuter train between the New River Valley and Roanoke. Mr. Martin inquired about the possibility of an excursion train, noting a ride he had taken on the 611 from Cambria to Rich Creek. Mr. Byrd related he would send a draft ordinance.
PAYMENT OF WARRANTS
Mr. Baker motioned to approve warrants in the amount of $850,363.26, and Mr. McCoy seconded the motion. The motion was approved 5-0 as follows: Voting Yes: Mr. Baker, Mr. Lawson, Mr. Martin, Mr. McCoy, and Mr. Morris
APPOINTMENTS
Mr. Morris made a motion to reappoint Mr. Tom Pitzer to the Giles County Planning Commission. Mr. Lawson seconded the motion. The motion was approved 5-0 as follows: Voting Yes: Mr. Baker, Mr. Lawson, Mr. Martin, Mr. McCoy, and Mr. Morris
Mr. Morris made a motion to reappoint Mr. Jeff Dinger to the Salvation Army Board. Mr. Lawson seconded the motion. The motion was approved 5-0 as follows: Voting Yes: Mr. Baker, Mr. Lawson, Mr. Martin, Mr. McCoy, and Mr. Morris
Mr. McKlarney related Dr. Lee Wheeler had made a suggestion to appoint Mr. Kevin Browne to the IDA, and advised he would talk to Mr. Browne to see if he had any interest.

With no further business, the meeting was adjourned. The next Board of Supervisors meeting will be held on Thursday, March 17, 2022, at 6:30 PM. The meeting will be held at the Giles County Administration Office located at 315 North Main Street, Pearisburg.
