PROJECT OVERVIEW
Background of the Study
Nowadays, when innovation is so important and digital communication is a
way of life, the people who use them all over the world are versatile. The
consequences and benefits of technology on our lives today cannot be overstated. The
twenty-first century has been dubbed as the age of science and technology and now
age of data, owing to recent technological developments and advancements. With the
quick technology adoption over the last few decades, we should be concerned of the
many impacts of technology on our lives and society. Too much of anything, as we all
know, can be harmful.
Technology has indeed made life easier for us and also better communications.
Efforts have been undertaken to develop more trustworthy and secured information
sources. All of this only possible because of technological advancements. It is
undeniable that modern technology has supplemented older technology. And we can’t
imagine our lives without this substitute. Some of the benefits of upgraded technology
include the ability to save time and money, as well as make life easier by eliminating
the need for manual labor. The disadvantages of improved technology, on the other
hand, are that people will lose their jobs to machines that will do the work for them.
Many fields have been digitized and modernized as a result of technological
advancements. Whether in medicine, agriculture or electronics, technology has
resulted in global revolution.
The sudden technological advancements have made a significant contribution
to the continued advancement of all industries. Although some industries appear to be

CHAPTER I

PROJECT OVERVIEW

Background of the Study Nowadays, when innovation is so important and digital communication is a way of life, the people who use them all over the world are versatile. The consequences and benefits of technology on our lives today cannot be overstated. The twenty-first century has been dubbed as the age of science and technology and now age of data, owing to recent technological developments and advancements. With the quick technology adoption over the last few decades, we should be concerned of the many impacts of technology on our lives and society. Too much of anything, as we all know, can be harmful. Technology has indeed made life easier for us and also better communications. Efforts have been undertaken to develop more trustworthy and secured information sources. left behind in terms of adapting to the use of new methods in order to make progress. Lately, organizations define the applications areas and issues that the computer will solve. Furthermore, in some businesses, this possibility has not been fully recognized or even comprehensively realized. It is due to the fact that users may not fully comprehend the effectiveness of modern computer technology. The term management system was originally used to distinguished a computer application from the traditional accounting. The system’s complexity will be determined by the specific context of each organization. An effective management system is a purposefully integrated set of management processes and tools that assist in aligning the organization’s strategy and performance efficiency with daily actions, monitoring performance, and initiating necessary actions. The barangay management system allows barangay monitoring by allowing the client barangay to keep their resident records as complete, up to date, and easily accessible for verification, monitoring, and reference as possible. It will automate the barangay’s current manual processes and transactions. According to Nestor (2016), barangay represent the government at the grass root level. They are considered the epitome of what the government can offer and are the court of first help of the general populace. In his study Marvin Samiento (2008) stated that the Barangay Clearance Application System is one of Barangay Application Systems that will enable the barangays to process, print and store all applications for barangay clearance in a fast and most efficient way. It was developed originally for the Barangay Net Alliance and first implemented in select pilot barangays in Cebu City. The system is one of the e-

organization like barangay. This study is the solution to the problem stated and to enhance the quality of service a barangay office offers to its clients. Furthermore, this serves as an awakening factor for all government offices, from highest to lowest levels, to be in line with the government’s view of globalization and competitiveness in today’s information age. Developing this project is very essentials for the residing obliged practically to those barangay’s that has a huge area, they can easily monitor their place in action or effortless. A system that provides the barangay with information to ease the work of every officer, staff or volunteer working in barangay. Everywhere now, the needs of barangay authorities for the management of their confidential documents for the residents of their jurisdiction are critical. The majority of the barangays are aware that the population of their barangay is growing by the day. Paper was commonly used in the past as there were fewer residents and it was easier to manage them. In Barangay Dadda, Tuguegarao City, those important documents are kept manually. Their system’s security is insufficient to handle future problems such as document loss and other issues that may arise in the future. In previous years, there were only a few residents in the Barangay of Dadda, making it easier to manage all of the resident’s paperwork. However, as time passed, the population of barangay Dadda grew, and the barangay was unable to handle all of the resident’s requests, making it difficult to manage due to the larger population. The residents would sometimes wait for an hour before getting their requests or needs. Manual document filing can be quick, easy, and necessary at the time of starting. However, as your organization expands, manual filing can become a time-

consuming and inefficient practice. In today’s fast-paced business world, its critical to be able to file, find, and store documents quickly and efficiently. The major weakness of manual document filing is the amount of space it can consume. While it may not seem like a big deal at first, as your organization expands, you will need to find a new way to store files. Or else, you may find yourself filling up rooms just to fit the files in. this also means you’ve had to go out of your way to find a file or client. This is just one real headache you don’t need. It disrupts your productivity. Manual document filing implies putting your trust in the people who will handle the files. They can be damaged, misplaced, or lost in a variety of ways. A fire or natural disaster could result in the loss of an important information for your clients. Getting the information back will require to start from scratch. It may also result in the loss of clients who are dissatisfied with the way you handled their information. Despite the issues of manual systems, there are appropriate means in today’s competitive digital age that can be helpful to stay organized and productive. The research emphasizes the development of a Barangay Management System for Barangay Dadda, Tuguegarao City. The barangay Management System is helpful for use if barangay personnel have access to various files of its constituents, such as barangay residents, for direct reports. This is in charge of ensuring an effective and efficient approach for barangay employees and residents. It will help them complete tasks more quickly and eliminate the need for large staff. Hence, the researchers will propose a Barangay Management System for Barangay Dadda, Tuguegarao City, which will provide safer storage, faster file retrieval, reliability and accuracy and

Company Profile Brief History of the Barangay During the Spanish and Japanese times, Barangay Dadda is only a sitio of Barangay Tagga because of its few households’ population. In 1970, during the incumbency of Barangay Captain Mariano Tangan under the administration of the then Municipal Mayor, Honorable Apolonio Reyes, Barangay Dadda was separated from Barangay Tagga because they both have the required number of household population needed to become a Barangay. The barangay got its name during the Spanish Regime from the big stone/rock called “Dadat” formed like a dike along the Lake which we call it “Lansi”. To make the sound more pleasant to our ears we decided to name our barangay “Dadda”. The Dadat stone can still be seen at the law land of Mr. Eulogio A. Guzman west side of the Maharlika Highway. On March 12, 1982, the splitting of Barangay Tagga into two which was named as Barangay Tagga and Barangay Dadda was unanimously approved through the Sangguniang Bayan Resolution No. 26, S. of 1982.

Brief Profile of the Barangay Dadda is a barangay in the city of Tuguegarao, in the province of Cagayan. Its population as determined by the 2020 Cencus was 1,355. This represented 0.81% of the total population of Tuguegarao. Demographics Households The household population of Dadda in the 2015 Census was 1,167 broken down into 289 households or an average of 4.04 members per household. Population by age group According to the 2015 Census, the age group with the highest population in Dadda is 15 to 19, with 110 individuals. Conversely, the age group with the lowest population is 75 to 79, with 11 individuals. Historical Population The population of Dadda grew from 921 in 1990 to 1355 in 2020, an increase of 434 people over the course of 30 years. The latest census figures in 2020 denote a positive growth rate of 3.19%, or an increase of 188 people, from the previous population of 1,167 in 2015. Location Dadda is situated at approximately 17.5702,121.7741, in the island of Luzon. Elevation at thase coordinates is estimated at 36.1 meters or 118.4 feet above mean sea level.

VISION

Barangay Dadda is a developing barangay with peace, loving, God – fearing, and responsible citizenry who are willing to undergo challenges and participate in the growth and continuous progress of the community to attain success, peace, and orderliness. MISSION Uplifting the quality of life of the constituents by providing adequate basic services and facilities and equitable economic and employment opportunities within a balance ecology, through the active participation and close cooperation of civil society organizations (CSO’s and the community.

  4. To evaluate the acceptability of the system in terms of effectiveness, efficiency, quality, timeless and productivity.

Significance of the Study The significance of the study is vital service in light of the increasing importance and demand for technology. The proposed system will have a significant impact on both barangay residents and barangay employees who manages the system, as well as the barangay itself. The system’s implementation will alter the methods and processes that the barangay uses to keep their files. This will also ensure that the records are complete and up to date. Barangay Officials The person who manages the barangay’s files and information will have easy access to the data they require. This will also reduce the amount of paper they keep and allow the system to store it in a way that is easily accessible. Residents The system will benefit them by providing them a systematized system that can use in requesting services and certificates from the barangay. This will also reassure residents that their information will be properly secured and maintained if the proposed system is used. Researchers T heir knowledge and skills in developing programs will be enhanced, as well as their personal knowledge in problem solving and contribute to the betterment of humanity as a result of their experience in conducting the study in Barangay Dadda.

Definition of Terms BARANGAY. It is the smallest administrative division of the Philippines; a native Filipino term for a village or district. The barangay is subdivided to purok’s or zone, it manages by the barangay chairman and his fellow officials and secretary and treasurer. BMS. The acronym for Barangay Management System. DATA. Raw facts representing the events occurring in organizations or the physical environment before they have been organized and arranged into a form that people can understand and use. DATABASE. A collection of pieces of information that is organized and used on a computer. MANAGEMENT. The act or skill of controlling and making decisions about a business, department sports team, etc. MANAGEMENT SYSTEM. It is the way in which an organization manages the interrelated parts of its business in order to achieve its objectives. PROCESS. Generic terms that may mean to compute, assemble, compile, generate, etc. TECHNOLOGY. The use of science in industry, engineering, etc., to invent useful things or to solve problems. SYSTEM. Generally, refers a group of interrelated devices and elements which can function together.

CHAPTER II

METHODOLOGY

Requirement Specifications This chapter describes the methodology of research study, supervision of Interviewers, requirement specifications, software development methodology, scope and delimitation and data collection methods and tools. Functional Requirements This section describes the functional requirement of the Barangay Management System. Software Functionality The barangay management system allows the barangay officials to properly manage and handle their daily operations and transactions. It has the following major functions: Authentication is the procedure used to access the system and this would ask for the username and password. Registration the barangay officials can register and/or update their profile. Complaint Blotter/Reporting the barangay officials can submit form and print a summons Manage Users the barangay officials can add new users, view users and deactivate users. View Report Module barangay chairman and secretary will be able to view different reports generated by the system through list, graphs and statistical form

Software Development Methodology Iterative & Incremental Agile Method The Agile methodology clearly provides numerous benefits to teams in software development and other fields. Agile methodologies employ an iterative project management approach, which means that processes are improved with each repetition of an interval. One of Agile's core principles is a consistent focus on improvement and quality control. When it comes to adaptability, the central theme of Agile is flexibility. Agile teams prioritize face-to-face communication and continuous interaction for better communication. They avoid potential confusion by communicating with one another on a regular basis, allowing them to achieve their

objectives successfully. The benefits of Agile methodology are pretty clear, but each project manager must decide which is best for their project. Eventually, Agile was developed as a solution for the shortcomings of the waterfall model which perhaps the most well-known traditional methodology in project management. Agile method combines iterative and incremental approaches and encourages a flexible environment. Iterative development: An iterative process is one that makes progress through successive refinement. Since customer requirements are not clear, every iteration incorporates feedback at multiple levels in the product development process. Incremental development: An incremental process is one in which software is built and delivered in a staggered approach. Each piece, or increment, represents a complete subset of functionality. Each increment is fully coded and tested and it is potentially shippable. Initial Planning – the researchers develop an initial plan for developing the project, which is a method of accomplishing something they want to work out in detail ahead of time. As a requirement for developing their project, they focused on data collection, research, and collaboration with one another about the features of their project. Planning – the researchers plan for a project that estimates work using self-contained work units called iterations. They create a system that determines the project
