The plant also produces steel and markets various chemical by- products from its coke ovens and coal chemical plant. It was set up

with the help of USSR in 1959.

Features of BSP-

 Bhilai Steel Plant (BSP) is eleven –time winner of the Prime Minister’s

Trophy for best integrated steel plant in the country.

 The plant is the sole supplier of the country’s longest tracks, which

measure 260 meters (850 ft).

 The plant also produces products such as wire rods and merchant

products.

Histroy-

 The government of India and the USSR entered into an agreement, which was signed in New Delhi on 2 March 1955.  The plant was commissioned with the inauguration of the first blast furnance by then president of India, Dr. Rajendra Prasad, on 4 February 1959.

Raw materials and sources-

 The main consideration for choosing Bhilai was the availability of iron ore at Dalli Rajhara, about 100 km from the site;

 limestone from Nandini, about 25 km from the plant ,  Dolomite at Hirri, about 140 km away ,  Coal from Korba and Kargil coal field.  The water for the plant comes from the Tandula dam.  Power from Korba thermal power station.

Human Resource theories are a general term for the strategies, tactics and objective used by business owners and managers to administer policies and procedures related to employees.

Function of HR-

1) Recruitment and Hiring-

The recruitment process is the cornerstone of the duties of all HR professionals. It’s fairly complex and has multiple steps. To hire a new person, HR managers typically need to  Write and post a job ad  Review resumes  Pre-screen candidates  Administer skills tests  Interview applicants  Disscuss benefits and compensation  Make a hiring decision  Make an employment offer.

2) Training and Development-

Training and development in HRM is defined as a system used by organization to improve the skills and performance of the employees.  Assess organizational Training and development and Development Needs.  Define your Training program design.  Adopt Training principles for Adults.  Training program Development.  Training program Implementation.

3) Employer-Employee Relation-

An employer/employee relationship, then, is the way an employer (either an individual or an entity) and employees view and treat one another in a work setting.  Making sure new team members fit into the company culture.  Onboarding support for new recruits.  Providing ongoing support for employees.  Analyzing performance.  Dealing with employee misconduct.

 Resolving ongoing conflicts.

4) Maintain company culture-

Company culture is how you do what you do in the workplace.It’s the sum of your formal and imformal systems and behaviors and values, all of which create an experience for your employees and customers.  Get to know your empployees.  Make your team laugh.  Establish Trust.  Adapt and stay flexible.  Determine the current culture.

5) Manage Employee Benefits-

7) Handle Disciplinary actions-

Problem solving is the way of which solutions are developed to remove an obstacle from achieving an ultimate goal.  Identify the problem.  Analyze the problem.  Describe the problem.  Look for root causes.  Develop alternate solutions.  Implement the solution.  Measures the Results.

4) Multi-Tasking-

A person who can perform or manage many tasks at the same time the ultimate multitasker. Benefits of multitasking-  Better time- management.  Higher productivity.  Increased responsibilities.  Lower efficiency.  Greater risk of errors.

5) Strong ethics-

A strong work ethic can be described as an attitude of dedication and determination toward one’s job.

ORGANIZATION CHART OF PERSONNEL-

HR FUNCTION AT BHILAI STEEL PLANT-

 Central function  Personnel office function CENTRAL FUCTION:-

1. Human Resources Information system: HRIS is a central function department for all the personnel officers for the BSP plant. HRIS deals with human resource of BSP.  First customers of HRIS are personnel officers.  Various modules are done and recorded.  Employee related services that are used by perssonel officers are developed by HRIS. 2. Manpower Planning Section:  This section is basically for Non-executives.  It provides vacancies to whole plant.  Recruitment advertisement.  Transfer within department.

PERSONNEL OFFICES:-

Work department:-

1. Iron Zone-  Coke oven.  Blast Furnace & Slag granulation plant.  Sintering plant and ore handling plant. 2. Steel Zones-  Steel zone1 ( Steel Melting Shop 1, Steel Melting Shop 3) Refractory Engineering Department (RED1, RED2, RED3)  Steel Zone2 ( SMS2 , RMP 1,RMP 2,RMP 3 ) 3. Mill Zone-  Mill zone 1 ( Bar & Rod mill, wire rod mill, merchant mill)  Mill zone 2 (Rail structural mill, universal rail mill )  Mill zone 3 (Plate mill, water management department ) **4Mechnical zone-

  1. Power and electrical zone.
  2. Service zone-**  Transport and diesel.  Material recovery department. Non-work department-

MINES :-

1. Dalli Rajhra Mines- Dalli Rajhara is the twin mine and part of the Rajhara group of mines. These are captive iron ore mines for Bhilai Steel Plant(BSP) – a SAIL enterprise. Iron ores mined from the area are of the Hematite Ana Magnetite variety. 2. Hire Mines- Hirri mines are only dolomite supplier to Bhilai Steel Plant for steel making. 3. Nadini Mines- Nandini mines are the only lime stone supplier to Bhilai Steel Plant for steel making. 4. Rowghat mines- Rowghat is the largest iron ore producer after Bailadila in Chhattisgarh. 5. Kuteshwar mines- Kuteshwar mines are famous in Mid-India fot limestone production.

PAY AND BENEFITS OF BHILAI STEEL PLANT-

Awards:-

1. Shiromani award-

 This award is given to non-excutive employees for extra ordinary work performance.  In this 7K rupees is given to the employee.

3.JLN Award:-

 JLN award is consisting of maximum 8 members in a group.  In this 10K rupees is given to the employee.

3. Long Service Award-

 This award is given on 24 January i.e. SAIL foundation day.

 It consists of Salem steel dinner set.

 It is given after completing 25 years of service and employee awarded

with this award if he/she not having disciplinary action and vigilance.

4. Vishwakarma and Shram Award-

 This award is National level award and consists of, out of turn promotion.

 Retrial benefits: -

 Provident Fund Benefit-

 Provident fund is a statutory benefit.  According to provident fund act every month contribute 12% of his/her (Basic+DA).  This is called employee contribution and 12% of (Basic+DA) employeers.

 Gratuity-

 Payment of Gratuity Act 1972 of the Labour Law.

 This is given to employee who has contributed more than

5 years in the organization and it is an also a statutory benefit.

 Calculation for gratuity = 15/26(Basic+DA) number of

years of service.

 This amount is given at the time of separation of the

employee.

 Leave encashment-

 After retirement the remaining leave of the employee

which consist of Earned leave(EA) & half pay leave(HPL).

 Maximum limit is 300 days.

 More preference is given to EL and is given to the

(Basic+DA).

 SAIL Employee Superannuation Benefit Scheme(SESBF)-

Every month there is deduction of 2% (Basic+DA) from employee salary and after separation they get the amount.

 SAIL Employee Welfare Association(SEWA)-

 It is like an insurance scheme.  Its monthly premium is 120 Rs.  After retirement of the employees they get their SEWA contribution back.

 Employee Pension Scheme(EPS)-

 Employee who has contribute at least 10 years of service.  In death case of the employee the children upto 25 years of their age.  The employee’s wife upto lifetiome benefitting pension.

Social Security Benefit:-

Employee Family Benefit Scheme(EFBS)-  Provided to the employee or his/her dependence.  Provided in case of employee death, medically unfit.  Steel Employee Welfare Association(SEWA)-  Rs. 400000 in case of normal death.  Rs. 2000000 in case of accidental death.  Rs. 550000 in case of corona death.

Promotion for non-executive employees-

 Upgradation i.e. change of grade is done in after four years.

 Change of cluster is done in every 3 years

 For change of cluster, trade test & interview is conducted for between

cluster promotion.

The Executive class of BSP ranges from E0-E9 as follows:

E0- Junior Officer

E1-Junior Manager

E2-Assistant Manager

E3-Deputy Manager

E4-Manager

E5-Senior Manager

E6-Assistant General Manager

E9-ED (Executive Director)
