Delaware National Incident Management System Required Training
Federal National Incident Management System (NIMS) compliance requires a level of NIMS and ICS
training based upon an individual’s incident/event position. Each jurisdiction and agency is
responsible to determine the level of training that each of their personnel must reach. This will enable
each jurisdiction/agency to certify they have met the NIMS compliance training requirements and are
eligible for federal assistance and have “institutionalized the use of ICS”.
The State of Delaware developed the below template for guidance concerning who should receive
NIMS training and to what level. This template has been adopted by the state discipline leads and
agencies and reflects the minimum NIMS/ICS training requirements in Delaware. Private sector and
non-governmental organizations are also encouraged to use these standards.

Delaware National Incident Management System Required Training

Federal National Incident Management System (NIMS) compliance requires a level of NIMS and ICS

training based upon an individual’s incident/event position. Each jurisdiction and agency is

responsible to determine the level of training that each of their personnel must reach. This will enable

each jurisdiction/agency to certify they have met the NIMS compliance training requirements and are

eligible for federal assistance and have “institutionalized the use of ICS”.

The State of Delaware developed the below template for guidance concerning who should receive

NIMS training and to what level. This template has been adopted by the state discipline leads and

agencies and reflects the minimum NIMS/ICS training requirements in Delaware. Private sector and

  • Discipline specific 200 level ICS course or
  • ICS IS-200.a (FEMA) online course, or
  • An ICS 200 equivalent level course

and National Response Framework IS-800.b (FEMA) online

Middle Management

Unit Leaders, Division/Group Supervisors, Branch Directors, senior line personnel who may be required to fill Incident Command/Management roles during smaller Type 4 or 5 incidents

Recommended: Emergency Operations Center staff

Complete all First Line Supervisor level requirements plus:

  • ICS 300 classroom course (Recommended) or
  • MGT-313 Incident/Unified Command for CBRNE Incidents or
  • Intermediate ICS (EMI, 24 Hrs) or
  • An ICS 300 equivalent level course

Command

Area Commander, Incident Commander, Command and General Staff, Division, Agency, or Department Heads with multi- agency coordination system responsibilities, Emergency Managers

Complete all Mid-Level Management requirements plus one of the following training options are required for the Command level:

  • ICS 400 classroom course (Recommended) or
  • Command and General Staff Functions in the Incident Command System (NFA, 48 Hrs) or
  • Advanced Incident Command (EMI, 24 Hrs.) or
  • Unified Command Course or
  • An ICS 400 equivalent level course

Responder Level

You/they need to be trained to at least the Responder level if you or any of your employees:

  • perform in an emergency responder role and/or
  • are remotely involved with any kind of facility emergency planning or duties and/or,
  • will be responding, in the name of your jurisdiction/agency, as part or in support of an emergency operation, or,
  • are part of a volunteer community organization that responds/assists during emergencies, or
  • provide support to or operate at the incident

First Line Supervisor Level

You/they need to be trained to the First Line Supervisor level if you or any of your employees:

  • meet the requirements of the responder level and,
  • expected or required to act as a first line supervisor, single resource leader, field supervisor, strike team/task force leader, while participating in an incident, event or ICS function at or outside your facility; and/or,
  • would fill an Incident Command role to supervise employees who are responding to a Type 5* incident; and/or,
  • supervise employees who provide support to or operate at the incident, and/or
  • are other (EOC, Dispatch Centers, etc) emergency management personnel that require higher level ICS training

Middle Management Level

You/they need to be trained to the Middle Management level if you or any of your employees:

  • meet the requirements of the First Line Supervisor and,
  • expected or required to act in a Unit Leader, Division/Group Supervisor, Branch Director, management or supervisory function while participating at an incident, event or ICS function, and/or,
  • would supervise employees who are responding to an incident outside the facility; and/or,
  • are senior line personnel who may be required to fill Incident Command/Management roles during small Type 4* or Type 5* incidents
  • Recommended: Emergency Operations Center staff that supervise employees and/or provide support to or operate at the incident.

Command Level

You/they need to be trained to the Command level if you or any of your employees:

  • Meet the requirements of the Middle Management Level and,
  • expected or required to command or serve in any of the General or Command Staff position while participating in an incident, event, or ICS function; and/or,
  • would serve in any Emergency Operations Center command positions or command employees in support of an incident; and/or,
  • would be required to serve as a major partner in a unified command structure at an incident.

No Training Required

No training is required if you or any of your employees:

  • are not remotely involved with any kind of facility emergency plan or duties and,
  • will not be responding as part of or in support of an emergency operation at or off your facility.

Elected and Appointed officials

  • To understand the command reporting structures, common terminology, and roles and responsibilities inherent in a response operation it is recommended that elected and appointed officials who will be interacting with multiple jurisdictions and agencies during an incident complete: o G-402: ICS Overview for Executives/Senior Officials and/or o IS-700.a: Introduction to NIMS and IS-100.a: Introduction to ICS

* NOTES:

Type 4 Incident (small) : Non-major incident. Single resources to several (3-4) strike team/task forces. Command/General Staff (1-2 positions) activated only if needed. Total incident time limited to one operational period. Type 5 Incident : One or two single resources with up to 6 personnel. Incident contained within a few hours.
