Change in modern society poses particular problems for police.
Traditionally, the police have experienced difficulty in keeping pace.
Conventional methods of policing changed little.
3 decades from 1950-1970s communities went under extensive change.
Why?
Individual rights, immigration, Vietnam war, expanding crime rates, etc.
Typical police response was reactive and bureaucratic
Little imaginative or strategic thinking
This inflexibility blocked creativity
Change presents opportunity
3 major areas of change signified this potential for improvement
1. Community Policing
2. Technological Progress
3. Professionalization and Accountability
Most importantly, the above three changes permeated down to the patrol officer who came into
daily contact with individual citizens and the neighborhood in which citizens live.

 Community policing has 3 basic essential principles:

  1. Engaging with the community.
  2. Problem solving.
  3. More effective use of line officers  Rely on their creativity and expertise.  Involve them more directly with the public. Community Policing  Critical to community policing:  Need to gain the support of traditional rank and file officers.  Deploy officers whom possess requisite ethical orientation.  Deploy officers who have critical thinking skills.  Deploy officers who have leadership and problem solving skills.  Must be able to engage citizens to assist with problem identification and create solutions. Advancements in Technology  Technological advances in computers, communications and transportation relate to policing have been so rapid it has created tremendous opportunities in crime control, prevention, and investigation.  Cyber crime through the use of the internet: Theft and fraud, Electronic Finance, Global Mobility.  Biosensors, non lethal weapons, computerized ID systems, and surveillance systems, offer great opportunity for law enforcement.  Police must learn that technology does not separate police from the communities and they must learn to apply it correctly.  How police respond to technological advances will be a test for leadership.  Technological tools used for new crime prevention and suppression can also lead to abuse: invasion of privacy.
