SP404 Development and Change

Time allowed: THREE Hours

  1. Identify, discuss and contrast some of the different understandings, meanings and measurements of development as a process of economic, social or political change.
  2. Examine and discuss the idea that economic development and colonialism are linked. Does the history of colonization have a continuing impact on the development of former colonial territories?
  3. Critically discuss Andre Gunder Frank’s thesis of the “development of underdevelopment”. What are the causes and mechanisms of underdevelopment and can former colonial territories escape from underdevelopment?
  4. How does the human development paradigm define and measure development and why is it considered to be a more holistic concept than mainstream economistic approaches?
  5. Explore and discuss Amartya Sen’s concept of “development as freedom”. In your opinion, what are the specific freedoms or unfreedoms that development should address?
  6. Outline and explain the problems surrounding the debt crisis. Have the policies designed to address the problem of debt succeeded in solving the crises of indebtedness and underdevelopment in indebted countries?
  7. Have new agricultural technologies solved the problems of growing population and persistent hunger? Have they given rise to new problems for development? You may use examples of Green Revolution and/or genetic modification technologies in different countries or regions to illustrate your discussion.

EITHER 8a. What does “sustainable development” mean and why does it matter as a concept? OR 8b. Debate and discuss the Rio Declaration’s principle of “common, but differentiated responsibility” for environmental protection and conservation.
