EC516 Policy and Planning Analysis Please answer THREE questions.

  1. ‘Economic policy analysis is characterized by a mixture of ideological bias, economic trade-offs, and the search for robust social preference ordering.’ Discuss.
  2. Critically evaluate the classic theory of economic policy as contained in the respective contributions of Tinbergen ‘fixed target approach,’ and Theil’s ‘optimization’ theory of economic policy. Which of the two contributions do you find more plausible and why?
  3. ‘Establishing the formation of social preference functions is the Achilles’s heel of economic policy analysis.’ Critically evaluate this claim in the light of Johansen’s analysis of how social preference functions may be empirically obtained.
  4. Critically evaluate the relative merits of examining economic policy as a ‘satisficing’ mode of behaviour.
  5. ‘The Lucas Critique has effectively undermined the classical theory of economic policy formation and evaluation.’ Discuss.
  6. Outline the principles of indicative planning. What in your estimation are the relative strengths and weaknesses of this approach to economic planning?
