The world political in its higher sense means pertaining to the government of a nation. = A Meaning of ‘Obligation’ i The term Obligation originates from a Latin word ‘Obligate’ implying something that binds men to an engagement or performing what is enjoined. Similar words of obligation are liability, responsibility etc. in the realm of Ethics, obligation informs a man to fulfil or discharge 4 duty enjoined on him and acceptable ta him by his rational understanding. The obligation is duty; the bond legal necessity which binds together two or more determinants individuals. The primary meaning of the word Obligation by the Oxford English Dictionary is, “the action of binding oneself by oath, promise or contract to do or forbear something” Obligations are of two varieties i. Obligations. of individuals 2. Obligations ostate individuals obligations: An individual has to follow rules of behaviour in society for his awn good and for the good of others. Society makes unwritten rules of behaviour jn the form of customs and usages, and the state makes written rules known as laws. So individual has to follow certain dos and don'ts in state. An individual has is obligation towards other individuals. The duty of the individual becomes the rights of others and the rights of the individual become the duties of others. Obligation of state: This state was established to meet the needs of the individual and society, and hence it has to discharge properly obligations expected of it. The proper functioning of the state depends upon a well organised systern of duties and rights. It should also promote the health of the individual, spread of education and discharge political, social and economic functions for developing the personality of the individual. So finally Political Obligation implies that as man is a political animal, he is bound to live under some authority and as such it becomes is obligation to obey its commands. Hence, when the authorising rule is law the association is the state, we call it ‘political obligation’.
