SUPERVISING CALIFORNIA CHILDREN’S SERVICES (CCS)
CASE WORKER
DEFINITION
Under general direction, supervises the work of staff responsible for supporting medical case management and
determining program eligibility and fees for applicants seeking subsidized medical care for children with special
health care needs who are medically eligible for the California Children’s Services (CCS) program; and
performs other related duties as assigned.
DISTINGUISHING CHARACTERISTICS
The Supervising CCS Case Worker reports directly to the Public Health Program Manager II, which oversees
the Children’s Medical Services Branch. The position has responsibility for the day-to-day supervision of the
CCS Case Workers.
The Supervising CCS Case Worker is distinguished from the next higher class of the Public Health Program
Manager III, which directs one of the larger or more complex Public Health programs.
The Supervising CCS Case Worker is distinguished from the CCS Case Worker III class in that the latter
performs complex administrative tasks and non-medical case management.
It is further distinguished by the lower classifications in that the Supervising CCS Caseworker supervises
employees, who act as the clearinghouse for authorizing treatment services to the correct payer (county, Medi-
Cal, Healthy Families, private insurance, Share of Cost Medi-Cal) and therefore has a high degree of
responsibility to CCS County treatment funds.
EXAMPLES OF DUTIES
Nothing in this specification restricts management’s right to assign or reassign duties and responsibilities to this
job at any time.
1. Plan, assign, supervise and review the work of unit employees determining CCS program eligibility.
2. Select, train, evaluate and discipline subordinate staff.
3. Interpret and apply State and local regulations, mandates and guidelines in directing the work of
subordinate staff.
4. Identify and implement workflow and systems improvements initiatives.
5. Establish production standards and track performance of subordinate staff through the use of Business
Objects Reports.
6. Interpret complex program procedures and regulations and provide clarification to staff, clients and the
public; consults with the Supervising Public Health Nurses and Public Health Program Manager II to
provide guidance to CCS Caseworkers in unusually complex cases.
7. Determine need for oversight and training and provide appropriate direction and training.
8. Assure adherence to chart management standards and confidentiality policies.
9. Conduct periodic staff meetings and trainings.
10. Participate as a member of the CCS Executive Team representing unit staff.
11. Receive and prepare correspondence and reports relating to unit activity and other matters.

  1. Oversee a quality assurance program for CCS case management activities; Develop and implement standardized narrative titles and formats as the need for additional documentation of patient/family information is introduced.
  2. Review and monitor cases by assessing chart documents, navigating through the automated CMS Net Case Management system and review narrative notes; confer with workers regarding discrepancies in the system.
  3. Identify problem trends and determine appropriate actions to correct case management errors.
  4. Develop and implement strategies to involve CCS families in an advisory role for the purpose of recommending and evaluating the parent/program interface.
  5. Develop and implement strategies to assess and improve client satisfaction of program services.
  6. Receive and remedy client complaints or concerns regarding service delivery and eligibility determinations.
  7. Prepare routine and special report to assist in program tracking and management.
  8. Assist staff whose case involves more complex and difficult issues in order to determine program eligibility.
  9. Attend CCS and CMS staff meetings.
  10. Represent the CCS program at community meetings.
  11. Assure safety of staff and clients services through appropriate training and through scheduling of staff for Department required safety and ergonomic training.

QUALIFICATIONS A combination of experience, education, and/or training which substantially demonstrates the following knowledge, skills and abilities: Thorough knowledge of:

  1. Principles of eligibility determination
  2. Case management and coordination procedures; caseload management techniques
  3. Publicly funded children’s health insurance
  4. In-depth and interactive interviewing and information gathering techniques
  5. Requirements, methods and techniques used in the execution of comprehensive special projects and program planning development and administration
  6. Program evaluation techniques, procedures and methods Working knowledge of:
  7. Principles and practices of supervision, training and personnel management
  8. Modern office practices, methods and procedures
  9. Service delivery in the public sector
  10. Community resources for families and children Skill and Ability to:
