Joint Resolution Amending Section 7. Approved
February 21, 1942
(Public Law 459, 77th Cong., Chap. 104, 2d Sess.)
Resolved by the Senate and House of Represen-
tatives of the United^ States of America in Con-
gress assembled.^ That^ Section 7 of the Neutrality
Act of 1939 (Public^ Resolution^ Numbered 54, Sev-
enty-sixth Congress) is amended by adding at the
end thereof the following new paragraph:
"(e) This section shall not be operative when the United States is (^) at war." 51
