The subject of State responsibility is a major area of interest in the
development of international law since the first half of the twentieth
century. It had been selected for codification under the League of Nations
as well. It was one of the principal subjects of the conference in The
Hague in 1930. In 1948, the United Nations General Assembly established
the International Law Commission and State responsibility was selected
amongst the first 14 topics to be dealt with by the new body. Later in
1997, the Commission appointed J. Crawford as Special Rapporteur and
from 1998 to 2001 the ILC undertook a second reading of the draft
Articles.217The final version of the draft was adopted in 2001. The
